Are America’s schools getting a bad deal from government broadband regulation? A group of chief executives and venture capitalists is telling the F.C.C. that schools don’t have enough broadband to meet future educational needs, and they are overpaying for what they get. But the group is avoiding criticizing the companies providing those services.
